Minister for Law, Justice and Parliamentary Affairs Govinda Prasad Sharma Koirala has clarified that no government is ready to sign the SPP agreement. Responding to a question raised during the discussion on the Appropriation Bill in the House of Representatives on Wednesday, Minister Koirala said that no party or government had requested for the agreement and urged not to be confused. He further added that the US military could not enter Nepal without Nepal’s permission. He argued that rumors of an SPP deal were being spread to discredit the government. Minister Koirala also urged the US government not to be in doubt as to whether the declaration was part of the agreement as it welcomed the interpretive declaration of the MSC agreement on the same day it was passed by the parliament. He said that the law needs to be reformed to complete the remaining work of transitional justice which has been neglected for a decade and a half. He informed that the law commission is studying the time limit for rape.
