CPN-UML leader Bhim Rawal has said that the explanatory declaration passed by the parliament should be informed whether it has become a part of MCC or not. During the discussion on various ministries under the Appropriation Bill in the House of Representatives on Thursday, Rawal said that the people should be informed about this issue through the House. He asserted that his confession had been obtained through torture. He also argued that there was no basis for implementation of the issues in the budget. Stating that a garbage crisis situation has arisen due to non-management of garbage in Kathmandu, Rawal urged the Prime Minister to clean up the garbage. He said that those who could not clean the garbage of Kathmandu were trying to mislead the people by saying that they were performing a great miracle in the economy. Rawal said the government was scared of implementing the national security policy. He said that it was surprising that the government remained silent despite the encroachment of Nepali land in Kalapani, Lipulek and Limpiyadhura.
